Standard Learning Credits (SLC) are a UK Ministry of Defence funding scheme designed to help serving Armed Forces personnel pursue professional and personal development throughout their military career. The scheme covers a portion of course fees each financial year, making it one of the more accessible ways for service members to gain qualifications or attend relevant training without covering the full cost themselves.
What SLC Actually Covers
Service personnel can claim 80% of course fees each financial year, up to a maximum of £175 annually, for approved vocational and academic courses. This is a “use it or lose it” allowance, meaning any unused funding does not carry over into the next financial year. The scheme operates as a refund, paid out only after the course has been completed and proof submitted.
Core Eligibility Requirements
To qualify, your chosen course generally needs to meet a few key conditions.
- The course must lead to a nationally recognised qualification, have substantial developmental value, and directly benefit the Service, unless it’s being taken specifically as preparation for resettlement
- Courses must be Level 2 or above
- You cannot claim SLC for a course or exam that has already been funded through the Enhanced Learning Credit (ELC) scheme, since the two cannot be combined for the same activity
Recent Policy Changes Worth Knowing
- Formal qualifications are no longer strictly required — a broader range of learning activities, including conferences, workshops, and seminars, are now supported as long as they serve the interests of the Service
- Eligible activities under this update include professional skills conferences, leadership or technical development events, and training in areas like medical, engineering, or management skills, even when they don’t result in a formal qualification
- Certain activities remain excluded, such as purely sport or adventure training, battlefield tours, and memberships to professional bodies or institutes
Steps to Apply
Applying for SLC funding follows a fairly consistent process across providers and course types.
- Check your eligibility first — contact your local Education or Learning Centre before committing to any course to confirm you qualify
- Get approval before starting — complete MOD Form 1950, signed off by both your line manager and education staff, prior to enrolling
- Enroll and complete the course — commit to the course only once approval is secured
- Submit proof of completion — provide proof of payment (a receipt or bank statement, not just an invoice) along with proof of completion or attendance, using the relevant refund forms for your service branch
- Receive your refund — SLC funding is paid out as part of your salary once the claim is processed, timing depends on the JPA payroll cut-off
A Few Practical Notes
- SLC operates as an annualised allowance running from 1 April to 31 March each year, and it does not function as a rolling account — unused funds don’t carry forward
- Retrospective payments from previous financial years generally aren’t permitted, except in exceptional operational or compassionate circumstances
- SLC can be combined with Individual Resettlement Training Costs (IRTC) for those leaving the Armed Forces, but not with ELC funding
- Distance learning courses can qualify for SLC funding as long as your unit’s Education Officer or the appropriate single-service authority approves it
