Rwanda has one of the more streamlined digital government systems in the region, and birth certificates are no exception — the entire process runs through the IremboGov platform, Rwanda’s central e-government portal, without requiring a trip to a government office in most cases. Here’s exactly how to apply, along with an important distinction between two related documents that often gets confused.
Understand the Two Related Documents
Before applying, it’s worth knowing there are two similarly named but distinct documents available through Irembo:
- Birth Record (Acte de Naissance): The original civil registration record, processed at the sector level, costing around Rwf 1,500-2,000 depending on whether the record needs manual processing by a Civil Registration Officer
- Birth Certificate: A summary document confirming a Rwandan national’s full name, parents, date, and place of birth, costing Rwf 500, commonly used for school admissions, identity verification, and similar administrative purposes
If an institution has asked for a specific one of these documents by name, confirm which one you actually need before applying, since they serve different purposes and aren’t automatically interchangeable.
Create an Irembo Account First
You’ll need an active IremboGov account to apply online. If you don’t already have one, you can register using your National ID number and the phone number registered to that ID directly on the Irembo platform at irembo.gov.rw. If you’d rather not handle this yourself, visiting the nearest Irembo agent for in-person assistance is also an option.
Applying for a Birth Certificate
Once logged into your account:
- Under the Family category, select Birth Services
- Choose Birth Certificate
- Indicate who you’re applying for — yourself, or a child (Rwandan citizens above 16 need a National ID; those below 16 need a Citizen Application Number instead)
- Enter the applicant’s National ID or Citizen Application Number — your details will be automatically retrieved and displayed
- Fill in the processing details and your reason for the request, then proceed
- Verify all displayed information is accurate, enter a phone number and/or email address, and submit
- A billing number will be generated for payment
Processing typically takes just 1 working day, and the service costs Rwf 500.
Applying for a Birth Record
The process for a Birth Record follows a similar structure through the same platform, under the Birth Services section. If your birth record is already registered in Rwanda’s Civil Registration System, your information is fetched automatically and no further action is needed from a Civil Registration Officer — you’ll receive the completed record as soon as payment is confirmed. If your record isn’t yet in the system, a Civil Registration Officer at the sector level will need to process it manually before it’s issued, which can add some time to the process.
Paying and Receiving Your Document
After submitting your application, a billing number (starting with “88”) is generated, which you can use to pay through any of Irembo’s supported payment channels. Once payment is confirmed and, where required, approved by the executive secretary of the processing sector, you’ll receive an SMS or email notification that your certificate is ready. If you entered an email address during the application, the certificate is typically sent directly to that address; otherwise, it becomes available for download directly on the IremboGov platform.
Applying Without Internet Access
If you don’t have reliable internet access, Irembo also supports applications via USSD — dial *909# on your phone and follow the prompts to submit your application that way.
Applying From Outside Rwanda
If you’re a Rwandan national living abroad and need a birth certificate for use outside the country, the same IremboGov platform handles this, with documents processed digitally and accessible through the online portal. Rwandan embassies and consulates abroad can also assist directly if you need additional support with legalization or apostille requirements for documents intended for use in another country.
Returning Applicants Have a Faster Process
If you’ve applied for a birth record or certificate through Irembo before, the platform remembers your information. On future applications, simply enter your Identification Document Type and Number, and the form will pre-fill automatically from your previous application, letting you skip straight to reviewing the summary and submitting payment.
